STORMWATER EXPERT RECEIVES INTERNATIONAL CERTIFICATION

LANCASTER, Pa. — RETTEW, a comprehensive engineering, planning
and environmental consulting firm serving the mid-Atlantic region,
today announced that Shawn E. Fabian, CPESC, NICET III, recently
earned international certification as a certified professional in
stormwater quality (CPSWQ) from EnviroCert International, Inc. (formerly
CPESC, Inc.). Fabian is one of only 16 individuals in the commonwealth
to be a certified professional in erosion and sediment control (CPESC)
and CPSWQ, which together qualify him as an erosion and sediment
(E&S) control as well as stormwater quality expert.

CPSWQ and CPESC certifications prove competency to reviewing agencies,
such as the Pennsylvania Department of Environmental Protection,
county conservation districts and municipalities, who review and
approve stormwater management plans to ensure that they meet specific
technical criteria and comply with various federal, state and local
laws. Individuals who seek CPSWQ certification must pass a rigorous
examination to assess their educational training and experience
in stormwater management principles and expertise in computing,
analyzing and evaluating stormwater quality. Similarly, obtaining
CPESC certification requires individuals to demonstrate a thorough
knowledge of effective and economical methods of minimizing soil
erosion and sediment transport due to land-disturbing activities.
EnviroCert International, Inc., which grants both the CPSWQ and
the CPESC, is recognized internationally as a certification body
for professionals in the E&S control and stormwater industry.
Fabian serves as the E&S and national pollutant discharge elimination
system (NPDES) permitting specialist in RETTEW’s land development
group. He has nine years of experience in providing technical design
of E&S control and stormwater best management practices. Additionally,
Fabian makes design recommendations for land development projects
for a wide range of client types, including residential, commercial,
industrial and public works. He has presented on the topic of changing
regulations in the stormwater management industry and is presently
in peer review to become a state-certified CPESC instructor.
Fabian holds a bachelor’s degree in environmental science
from Juniata College and is a member of the Chesapeake Foundation
and the International Erosion Control Association. He is also past
president of the Central Pennsylvania Juniata College Club and past
master of the Robert Burns Lodge No. 464, Harrisburg, Pa. Fabian
resides in Harrisburg, Dauphin County, Pa.
