West Lampeter Township established a Village Renewal Committee to activate the village centers of Lampeter and Willow Street and then secured funding to prepare a plan to move forward with these efforts. The Village Renewal Committee needed a plan for the two villages that communicated the residents’ aspirations. It was also important that the plan refine previous planning policies, introduce new ideas, and identify specific implementation strategies to achieve short- and long-term solutions.
RETTEW used a charrette process to solicit public participation to ensure integration of the residents’ ideas into the plan. The plan addressed various streetscape improvements within both villages, including a unified streetscape identity with landscaping improvements using native trees, intersection treatments, better building street presence, and improved pedestrian orientation. The plan also dealt with various infrastructure improvements and strategies, including improving the bus shelter to promote transit ridership and incorporating separated bicycle and pedestrian paths within the street network. RETTEW also incorporated green infrastructure improvements by using porous pavement in community parking areas; solar treatments to reduce electricity dependency; and low-impact stormwater design.
