LANCASTER, Pa. — RETTEW, an Engineering News-Record top 500 design firm providing engineering, transportation, environmental consulting, planning and surveying services, recently welcomed David E. Mostoller and Donald E. Wandling, PG, to the firm. Both Mostoller and Wandling work in the firm’s environmental sciences department.

David E. Mostoller

Mostoller is a project manager who works in the environmental sciences department in RETTEW’s Williamsport, PA, office location. Mostoller’s sole responsibility at RETTEW involves his serving as project manager to one of the firm’s key natural gas clients. Specifically, he manages those aspects relating to site design and permitting, environmental and water resources permitting, water management planning and agency coordination.

Mostoller is a geologist with more than 14 years of experience, which includes his working on water resource management projects and multidisciplinary projects involving high-capacity water supply development in diverse geologic environments. A registered professional geologist in Maine and New Hampshire, Mostoller has worked for a variety of municipalities, federal agencies, and industrial clients, including major beverage manufacturers, throughout New England, the mid-Atlantic region and Western Europe. His expertise also includes evaluating the potential watershed impacts associated with groundwater and surface water withdrawals, drilling techniques, well design and well rehabilitation.

Mostoller has a bachelor’s degree in geology from Colby College and a master’s degree in geology from the University of Massachusetts. He resides in Williamsport, Lycoming County, Pa.

Donald E. Wandling, PG

Wandling is a group manager in the environmental sciences department in RETTEW’s Mechanicsburg office. He is responsible for the oversight and administration of project teams, contracts, project execution, quality control, scheduling, and budget and billing management. He also serves as technical coach and mentor, supports the department’s business development efforts and serves as client relationship manager for several key clients.

Wandling is also tasked with preparing and reviewing reports on key environmental investigations. Additionally, he develops and implements the collection, analysis, and interpretation of water quality, geologic and hydrologic data, and he prepares environmental investigation reports and recommends options for meeting environmental compliance.

Wandling comes to RETTEW with 25 years of water resource management experience, which includes his performing investigations, feasibility studies and designs for projects at the federal, state and local levels. He has extensive experience with multidisciplinary environmental projects, including those involving regulatory compliance, environmental engineering, remediation and waste management. He has served on several technical workgroups and advisory committees.

Wandling has a bachelor’s degree in geology from Baylor University and is a member of National Groundwater Association, the Association of Groundwater Scientists and Engineers, the Harrisburg Area Geological Society and the Pennsylvania Council of Professional Geologists. He is a resident of Carlisle, Cumberland County, Pa., and coaches Little League baseball.
