Deadline to Submit Questions: 2026-27 WalkWorks Capacity-Building Pre-Planning Assistance Program

WalkWorks announced its fourth round of the Justin R. Lehman Community Capacity-Building Pre-Planning Assistance Program, providing technical assistance to support low-capacity, high-interest municipalities with the pre-planning steps they must undertake to be ready to apply for funding to develop Active Transportation Plans in 2027.
In addition to the questions posed during the nonmandatory webinar on May 7, applicants have the option to submit questions to pawalkworks@padowntown.org no later than 5:00 PM on this date. Responses to the questions received but not answered during the webinar will be emailed by May 29 to webinar attendees, registrants, and those who submitted questions.
Eligible Entities: Municipalities, namely boroughs, townships, cities, or counties. Pre-planning assistance will be available to selected municipal applicants. Eligible municipalities must either be in a State Physical Activity and Nutrition or Diabetes target county identified by the Department of Health or achieve a threshold rating as an Environmental Justice area on the Department of Environmental Protection assessment map. Those areas include 15 counties (Berks, Clearfield, Erie, Fayette, Forest, Greene, Lackawanna, Lawrence, Lebanon, Lehigh, Luzerne, Lycoming, Mercer, Northumberland, and Philadelphia) and any community with an overall rating above 60% in the Department of Environmental Protection PennEnviroScreen Tool 1.1).
Award Amount: There is no direct award of funding as part of the pre-planning program.
Required Match: Not applicable to the pre-planning program.
End of Rolling Application Window: July 17, 2026; provided there is still space in the program, additional applications will be accepted and reviewed on a rolling basis through this date.
