The Pennsylvania Strategic Investments to Enhance Sites Program (PA SITES) provides grant and loan funding to eligible applicants for developing competitive sites for businesses to relocate or expand within Pennsylvania. The funding consists of two components, Planning Grants and Construction Grants and Loans. Please note: Applications are received on a rolling basis year-round and approved quarterly. To be eligible for consideration at the next quarterly approval, applications must be received by the end of a calendar quarter to be considered for a funding round.

Eligible Entities: Pennsylvania municipalities (counties, cities, boroughs, incorporated towns, townships, or home rule municipalities), economic development organizations, redevelopment authorities, municipal authorities, industrial development agencies, and for-profit organizations
Award Amount: Varies – Planning Grants: $250,000; Construction Grants: No limit; Construction Loans: No limit; Combined Construction Loan and Grant: Subject to availability from the annual funding limitation
Required Match: Yes; DCED will evaluate the PA SITES applications based on the amount of matching funds invested into the project
Applications Due: December 31, 2024 (suggested for 2025 Q1 approval)
