Local Share Account (LSA) – Category 4 Facilities Program (Berks, Cumberland, Westmoreland, and York Counties)

Wormleysburg Borough (Cumberland County) was awarded $227,418 through the Local Share Account (LSA) Category 4 Facilities Program for its Rupley Park Improvements Project. This was the second highest grant amount awarded in Cumberland County in the latest funding round.

LSA Category 4 Facilities Program distributes gaming revenues from Category 4 licensed facilities to support projects that improve the quality of life for citizens in the communities of the host counties.
Please note: A Keystone Login account is required to apply. The applicant must submit the electronic online Department of Community & Economic Development (DCED) Single Application for Assistance located at https://grants.pa.gov/. All LSA applications require a $100 non-refundable fee to be paid electronically prior to the certification and submission of the Electronic Single Application. Dauphin County Local Share Municipal Grant Program

We’re proud to share recent funding wins for our clients through the 2024–25 Dauphin County Local Share Municipal Grant Program:
Highspire Borough was awarded $100,000 to service debt related to roadway safety improvements on Lumber Street.
Citizens Fire Company No. 1 of Highspire received $50,000 to refurbish their 2005 E-One Cyclone Engine.
Penbrook Borough secured $37,500—its seventh consecutive award—to support the preparation of a Master Site Plan for the redevelopment of Penbrook Community Park.

The Dauphin County Local Share Municipal Grant Program distributes funds generated by gaming to eligible local governments for projects that support and enhance community and economic well-being and mitigate the impact of gaming and related activities. Please refer to supporting documentation for the grant criteria, FAQs, grant hearing information, application, and checklist.
Pre-application conferences will be held for both new and returning applicants between July 1, 2025, and August 20, 2025. Entities interested in Local Share Municipal Grant funding are strongly encouraged to attend. While the pre-application workshop is not required, applicants who do not attend will lose points in the evaluation of their application. Please refer to the program’s webpage for details.
Eligible Entities: Eligible sponsors/recipients include East Hanover Township, municipalities contiguous with East Hanover Township and located within Dauphin County (Derry, Middle Paxton, Rush, South Hanover, and West Hanover Townships), and Dauphin County. Municipalities within Dauphin County that are not contiguous with East Hanover Township and non-municipal entities may be eligible if their application is joined by an eligible sponsor/recipient listed above.
Award Amount: Varies; although a maximum grant amount has not been established, the program guidelines provide guidance for formulating requests.

Transportation Alternatives Set-Aside (TASA) Program
Opens July 14
TASA provides funding for alternative transportation projects and activities, including pedestrian and bicycle facilities, improvements to public transportation, community improvement activities, and Safe Routes to School projects. There are two general allocations of funds: statewide and by population. Statewide funds may be used on any project in the state. By population funds must be spent in the Metropolitan Planning Organization (MPO) or Rural Planning Organization (RPO) region to which they are allocated.
A webinar for potential project sponsors will be held on July 9, 2025, at 10:00 AM. While participation in the webinar is not required, it is highly recommended that sponsors or their designated project consultants attend.
TASA is not a grant program. No money is provided upfront. Projects are funded at 100% of the construction cost, including construction inspection.
Eligible Entities: Includes, but is not limited to, local governments; regional transportation authorities; transit agencies; natural resource or public land agencies, including Federal agencies; school districts, local education agencies, or schools; and MPOs that serve an urbanized area with a population of 200,000 or fewer. Please refer to the TASA Guidance and Procedures for a complete list of eligible TA Set-Aside project sponsors and other program details.
Award Amount: Varies; $50,000-$1.5 million
Required Match: PennDOT does not require the sponsor to provide a true local match. Instead, the sponsor must pay all pre-construction activity costs; PennDOT provides 100% cost reimbursement for the construction phase of selected TASA projects. The project sponsor may be responsible for any costs exceeding the statewide project award amount.
Draft Applications Deadline: September 5, 2025, by 4:00 PM (The submission of a draft application is required.)
Final Applications Due: October 31, 2025, by 4:00 PM (Final applications may only be submitted once the draft application meetings are held with the Districts and Planning Partner.)
