PENNVEST Funding Programs
PENNVEST serves Pennsylvania’s citizens and communities by funding sewer, stormwater, and drinking water projects throughout the state. Applications for its programs, which include both grants and low-interest loans, are accepted year-round on a rolling basis.

Act 13 Programs: Marcellus Legacy Fund
The Commonwealth Financing Authority is accepting applications for seven programs funded through Act 13 of 2012. Note: Applicants are strongly urged to share their intent to apply with their Pennsylvania state representative and state senator. All applications require a $100 non-refundable fee to be paid electronically prior to submission.

Did You Know? If you plan to apply to the PA DCNR’s Community Conservation Partnership Program (C2P2), the Act 13 funding opportunities Greenways, Trails, and Recreation Program and Watershed Restoration and Protection Program will fund similar types of projects and can be used to match C2P2.

DCED’s Multimodal Transportation Fund
Grants from PA DCED’s Multimodal Transportation Fund can be used to develop, rehabilitate, and enhance transportation assets to ensure a safe and reliable transportation system is available to Pennsylvania residents. Projects with a total cost of $100,000 or more are eligible for funds. All applications require a $100 non-refundable fee to be paid electronically prior to submission. This grant program is separate from PennDOT’s Multimodal Program.
Please note: A Keystone Login account is required to apply. Submit the electronic (online) Department of Community and Economic Development Single Application for Assistance at grants.pa.gov. Please refer to the program guidelines for details and application requirements.
Eligible Entities: Municipalities, councils of governments, businesses, economic development organizations, public transportation agencies, and ports-rail/freight
Award Amount: Varies. Grants are available for projects with a total cost of $100,000 or more; grants shall not exceed $3 million for any project.
Required Match: Matched by local funding in an amount of not less than 30% of the non-federal share of the project costs; please refer to the program guidelines for details.
