Regional Infrastructure Accelerators Program

The U.S. Department of Transportation Build America Bureau’s Regional Infrastructure Accelerators Program funds technical resources, planning, and project development to expedite regional transportation infrastructure through innovative financing and delivery methods, including public-private partnerships.
This is a reissuance of the FY 2024 Notice of Funding Opportunity (NOFO). The NOFO has been revised to remove references to rescinded Executive Orders and align it with new Executive Orders. Specifically, references to previous strategic goals and priorities have been removed, and language aligning with current policies has been added. However, applicants should read the NOFO in its entirety to ensure they have the necessary information to submit a complete and competitive application.

Growing Greener Plus Grants Program

The PA DEP’s Growing Greener Plus Grants Program funds watershed planning, restoration, and protection efforts. The three programs that comprise Growing Greener Plus are Growing Greener Watershed Restoration and Protection, Surface Mining Conservation and Reclamation Act (SMCRA) Bond Forfeiture, and Stormwater Management Planning (Act 167) Grants. All applications must be submitted through the Commonwealth’s eGrants system. Please refer to the eGrants Instructions for Applicants for details.
May 30, 2025, is the deadline for all Growing Greener Grant applicants to contact the appropriate DEP Watershed Manager and your County Conservation District Watershed Specialist to discuss your anticipated project. For projects within the Chesapeake Bay Watershed only, contact the appropriate Community Clean Water Coordinator by May 30, 2025.
New Features:
- DEP lowered the match requirement. For projects in Pennsylvania’s Environmental Justice Areas, there is no match; for other project locations, there is a 5% match. Besides cash matching funds, in-kind contributions are also eligible.
- Applicants must use a competitive process to obtain the lowest qualified bid for subcontractors.
- The Landowner Access Authorization Form can be used for water quality monitoring, or design and permitting projects.

Reducing Industrial Sector Emissions in Pennsylvania (RISE PA)

RISE PA, funded through the U.S. Environmental Protection Agency (EPA) Climate Pollution Reduction Grants under the Inflation Reduction Act of 2022, offers funding for small-, medium-, and large-scale decarbonization projects at industrial facilities to reduce greenhouse gas and co-pollutant emissions.
PA DEP is accepting applications for the medium- and large-scale award tracks. Eligible projects must reduce industrial sector emissions through industrial electrification, efficiency and process emissions reductions, switching to low-carbon fuels, installing on-site renewable energy, utilizing carbon capture and storage, and reducing fugitive emissions from natural gas and oil systems and coal mining.
RISE PA is a reimbursement grant program. Grantees pay all project costs and submit proof that project costs, including matching costs, have been paid, as well as proof of project work completion, to invoice for reimbursement.

All applications for medium- and large-scale award tracks must be submitted online through the Department of Community & Economic Development Electronic Single Application system at https://grants.pa.gov/.
