Conowingo Watershed Implementation Plan (CWIP)
Susquehanna River Basin Commission (SRBC)
The Conowingo Watershed Implementation Plan’s (CWIP) “pay-for-success” model is a “reverse auction” where restoration projects with measured and validated nitrogen reductions propose a cost per pound in the application process. Maryland, which provides the funding, is seeking the most cost-effective reductions. An informational webinar was held October 9 and can be found on the CWIP RFP page of the SRBC website.
Applications are submitted through the Commission’s grant application site hosted by AmpliFund, which requires an account to access the application.
Eligible Entities: Projects anywhere in the Susquehanna River Basin are eligible, with additional prioritization given to those located in Harford and Cecil Counties, Maryland. Please refer to the RFP for details.

Pennsylvania Strategic Investments to Enhance Sites Program (PA SITES)
Pennsylvania Department of Community and Economic Development
The Pennsylvania Strategic Investments to Enhance Sites Program (PA SITES) provides grant and loan funding to eligible applicants for developing competitive sites for businesses to relocate or expand within Pennsylvania. The funding consists of two components, Planning Grants and Construction Grants and Loans. Please note: Applications are received on a rolling basis year-round and approved quarterly. To be eligible for consideration at the next quarterly approval, applications must be received by the end of a calendar quarter to be considered for a funding round.

Eligible Entities: Pennsylvania municipalities (counties, cities, boroughs, incorporated towns, townships, or home rule municipalities), economic development organizations, redevelopment authorities, municipal authorities, industrial development agencies, and for-profit organizations
Award Amount: Varies – Planning Grants: $250,000; Construction Grants: No limit; Construction Loans: No limit; Combined Construction Loan and Grant: Subject to availability from the annual funding limitation
Required Match: Yes; DCED will evaluate the PA SITES applications based on the amount of matching funds invested into the project

Small Business Advantage Grant Program
Pennsylvania Department of Environmental Protection (PA DEP)
PA DEP’s Small Business Ombudsman Office is accepting applications for the Small Business Advantage Grant Program. It provides reimbursement grants ranging from 50% to 80% of eligible project costs to small businesses in the commonwealth to improve energy efficiency or reduce pollution or waste by upgrading or replacing equipment or supplies, improving processes, or reducing runoff into affected waterways.
Please note: The deadline to apply is an approximate closing date. Applications will be accepted until March 21, 2025, or until the funds are exhausted for the fiscal year, whichever occurs first.

Eligible Entities: For-profit businesses taxed as a for-profit business in Pennsylvania with 100 or fewer full-time equivalent employees that meet the specific applicant eligibility requirements outlined in the program guidelines
Award Amount: Approximately $1 million in grants will be awarded; varies from up to $7,500 to up to $12,000, based on the environmental impact of the project and whether the project location is in an Environmental Justice Area in Pennsylvania
