Innovative Nutrient and Sediment Reduction (INSR) Grants
National Fish and Wildlife Foundation (NFWF), U.S. Environmental Protection Agency, and the Chesapeake Bay Stewardship Fund
With the overall goal to restore the Chesapeake Bay’s water quality and habitats, the intent of the INSR program is to accelerate the “implementation of proven water quality improvement practices…and approaches necessary to achieve remaining pollution reductions by the Total Maximum Daily Load’s 2025 deadline.” INSR offers two grant tracks, Partnership and Infrastructure, for eligible projects that occur within the Chesapeake Bay Watershed.
Note: NFWF strongly encourages all prospective INSR applicants to consult with NFWF program staff prior to submitting applications and no later than October 30, to ensure eligibility and competitiveness of proposed projects and receive feedback. Eligible Entities: Nonprofit 501(c) organizations, state government agencies, local and municipal governments, Tribal governments and organizations, and educational institutions
Award Amount: $500,000-$2 million each, for 20-40 individual grants
Required Match: Non-federal matching contributions equal to the grant request are required for the INSR Partnership Grants; non-federal matching contributions are encouraged but not required for the INSR Infrastructure Grants.
Applications Due: November 5, 2024, by noon (12:00 PM EST)
Multimodal Transportation Fund (MTF)
Pennsylvania Department of Transportation (PennDOT)
PennDOT’s Multimodal Transportation Fund provides grants to ensure a safe and reliable transportation system is available to Pennsylvania residents. Financial assistance is available to improve transportation assets that enhance communities, pedestrian safety, and transit revitalization.
Please note: The PennDOT Multimodal Transportation Fund is separate from the Pennsylvania Department of Community and Economic Development’s Multimodal Transportation Fund.
Eligible Entities: Municipalities, councils of governments, businesses, nonprofits, economic development organizations, public transportation agencies, ports, and rail/freight entities
Award Amount: Varies; awards will not exceed $3 million
Required Match: MTF awards must be matched by eligible local funding of at least 30% of the amount awarded

Green Light-Go: Pennsylvania’s Municipal Signal Partnership Program
Pennsylvania Department of Transportation (PennDOT)
Also known as the “Green Light-Go Program,” this state grant was established to improve the efficiency and operation of existing traffic signals in Pennsylvania. Eligible entities that submit a completed pre-application scoping form by the November 22, 2024, deadline are eligible to apply. PennDOT will review and provide feedback on the pre-application scoping forms by January 31, 2025. Full applications must be submitted electronically through the Single Application for Assistance system between February 1, 2025, and February 28, 2025. Accessing the application requires a Keystone Login account.
Please note: The Green Light-Go Program is a reimbursement grant program.
Eligible Entities: Pennsylvania counties, cities, boroughs, incorporated towns, townships, home rule municipalities, Metropolitan Planning Organizations, and Rural Planning Organizations that have existing signals and submitted a completed pre-application scoping form by the November 22, 2024, deadline
Award Amount: Total funding available for Year 10 (2025) is approximately $40 million
Required Match: A minimum 20% match that may consist of any combination of federal, state, local, or private funds, except Transportation Improvement Program (TIP) funds which are ineligible.
