Greater Mansfield Region Mini-Comprehensive Plan

The four municipalities of the Greater Mansfield Region–Covington Township, Mansfield Borough, Putnam Township, and Richmond Township–planned to make a major investment in their potable water supply by interconnecting the Blossburg Borough water system to the Mansfield Borough water system. The Mansfield Regional Valley Group was created to develop a water supply planning report. Stemming from that report, the Group needed a mini-comprehensive plan to ensure a coordinated community vision among the municipalities.

RETTEW developed the Greater Mansfield Region Mini-Comprehensive Plan to facilitate the community’s vision. The plan established a strategy for future land use and development that aligns with and supports the region’s current and future community planning and development efforts and addressed the investment made by interconnecting the two water systems. We designed the plan to provide maximum flexibility in the region’s growth area, improve transportation, promote collaboration, protect environmental resources, and identify implementable projects through local and regional partners and stakeholders, including Mansfield University. Because of the successful collaboration achieved through public meetings and working with the Group, the municipalities unanimously adopted the plan.
