Legend™ of Lancaster Site Redevelopment

SDR Development, Inc. (SDR), a nationally-recognized developer, sought to determine the feasibility of redeveloping an approximate 6.5-acre site previously used as an elementary school since the 1930s. Following the school’s closing, the Penn Manor School District, along with Manor Township, looked for a way to reuse the vacant property that would bring benefit to the neighboring community and generate tax revenue for the Township. RETTEW, who was already partnering with SDR to develop personal care and memory care communities throughout the state, created site design alternatives that allowed the site to develop into an approximate 80-unit facility, which incorporated the existing road and stormwater infrastructure as part of the development.

RETTEW prepared a preliminary site feasibility report, outlining the need to rezone the property to the mixed residential/commercial zoning district. We also completed a Phase I environmental site assessment (ESA)identifying multiple underground storage tanks with historic groundwater impacts, resulting in a Phase II ESA for further remedial investigation. RETTEW’s knowledge of the Township’s regulations and our ongoing relationship with SDR will help bring resolution to the Township’s desire to revitalize the site by providing a modern facility to support the senior care continuum with minimal impact to neighboring residents.
