Phillip H. Ackley
Ackley is a construction manager in the civil/municipal division in RETTEW’s Athens office. He is responsible for managing roadway construction inspection staff, performing roadway data collection and providing design input and construction management for projects RETTEW performs for oil and gas clients involved in the Marcellus and Utica Shale plays. He also ensures that roadway construction projects meet workplace safety requirements and regulations, and he provides road and bridge inspection services for municipal and PennDOT projects. Ackley has 30 years of construction industry experience, which includes both public- and private-sector work. He is certified by the National institute for Certification in Engineering Technologies I (NICET I) and the National Center of Excellence for Pavement Technology (NECEPT). He resides in Tioga County, Pa.

Terry J. Barkey
Barkey is a client account manager in the oil and gas division in RETTEW’s Pittsburgh office. He is responsible for identifying and developing relationships and project opportunities with clients involved in oil and gas exploration and production in the Marcellus and Utica Shale plays. As a client account manager, Barkey serves as clients’ primary point of contact; he has the authority to mobilize the resources needed to fulfill a client’s project and program requirements. He builds relationships throughout the client’s organization and connects clients to key partners, technical experts and regulatory agencies as needed in order to assist them in achieving their overall business objectives with expediency and efficiency. Barkey has more than 30 years of sales and senior management experience in the construction and energy markets. He has worked with national clients in the automotive, aerospace, appliance, chemical, petro-chemical, gas exploration, utility, transportation and commercial real estate industries. Barkey has an associate’s degree in physical therapy from Garrett Community College and a bachelor’s degree in management and administration from the University of Baltimore. He resides in Allegheny County, Pa.

Kevin J. Clark, PE, PS
Clark is a group manager for survey operations in RETTEW’s Canton and Pittsburgh offices. He is responsible for guiding groups of survey teams that provide oil and gas clients with boundary, construction and site development surveys for natural gas impoundments and pipelines. Clark is also tasked with providing project management, technical leadership and expertise, quality assurance oversight and business development. Additionally, he coordinates and schedules work, oversees budgets and provides mentoring and coaching to survey staff. Clark has more than 30 years of project management experience; he has overseen several hundred-site surveys across several states. He is well versed in consulting, project managing, and he has conducted training seminars to a variety of market sectors, including government and real estate. Clark is a licensed professional surveyor (PS) in Ohio and a licensed professional engineer (PE). He has a bachelor’s degree in civil engineering from the University of Akron; he resides in Allegheny County, Pa.

Jon P. Myers, PLS
Myers is a survey project manager in RETTEW’s Mechanicsburg office responsible for managing and coordinating survey operations the firm conducts for clients involved in oil and gas exploration in the Marcellus and Utica Shale plays. Specifically, Myers oversees well plat stakeouts and the surveying aspects of water impoundments and permanent waterlines. Myers has 20 years of project management experience, which includes site planning, construction layout and land surveying for a variety of subdivision and land development projects. He has overseen the surveying components of large industrial, commercial and residential projects, and he is well versed in conducting field visits, site analysis and municipal and county ordinance reviews. Additionally, Myers’ experience includes site design, site layout, grading, and landscaping; soil erosion and sediment control plans; Pennsylvania Department of Environmental Protection planning modules for individual on-lot sewage disposal and Pennsylvania Department of Transportation highway occupancy permits. Myers, a professional land surveyor (PLS) in Pennsylvania, is a member of the Pennsylvania Society of Land Surveyors; he resides in York County, Pa.

Samuel L. Stiltner, PS
Stiltner is a survey project manager in RETTEW’s Canton office responsible for managing and coordinating survey operations for the firm’s oil and gas clients. He manages and oversees property line surveys for well plats, impoundments and well pads for oil and gas exploration and production projects in Ohio’s Utica Shale play. He is also tasked with scheduling, budgeting, coaching and mentoring staff, quality control/quality assurance and business development. Stiltner has more than 16 years of surveying experience and more than six years of project management experience. He is well versed in residential boundary surveys, topographical surveys for transportation routes and water and wastewater design. Stiltner is a licensed professional surveyor (PS) in the state of Ohio and a member of the Professional Land Surveyors of Ohio. He has an associate’s degree in surveying from Stark State College of Technology and a bachelor’s degree in surveying from the University of Akron. He resides in Stark County, Ohio.

Michael D. Wellman
Wellman is an environmental scientist in the natural sciences division in RETTEW’s Canton office. He is responsible for overseeing wetland delineations, threatened and endangered species evaluations, environmental permitting and regulatory agency coordination on behalf of RETTEW’s clients involved in oil and gas exploration and production in Ohio’s Utica Shale play. Having five years of experience in environmental consulting and bio-assessment work, Wellman has provided project management for energy-related projects on numerous wetland delineations, 401 water quality certifications, 404 individual and general permits and compensatory mitigation plans. He is also well versed in the bio-assessment of streams and wetlands in Ohio, West Virginia, Kentucky and Indiana. Wellman has a bachelor’s degree in environmental and natural resources from The Ohio State University and a master’s degree in forestry and natural resources from Purdue University. He resides Wayne County, Ohio.

Jason D. Wert, PE
Wert is a project manager in the environmental engineering division in RETTEW’s Williamsport office. He is responsible for overseeing major upgrades to water and wastewater infrastructure improvement projects for municipal authorities and private utility companies. He manages all aspects of projects from design through construction oversight and operations. Wert has 17 years of experience, which includes his serving as project manager and technical design engineer for a wide range of environmental engineering projects. He has overseen multi-million dollar projects involving heavy civil upgrades for municipal or industrial wastewater treatment or water treatment facilities using a diverse range of technologies, including membrane filtration, water reuse, enhanced biological nutrient removal, anaerobic digestion and biogas utilization, and utility construction. Wert has a bachelor’s degree in agricultural and biological engineering from Penn State University. He is a member of the American Academy of Environmental Engineers, the Construction Specifications Institute, the Water Reuse Association and the Water Environment Federation.  He resides in Centre County, Pa.
