RETTEW, an Engineering News-Record top 500 design firm providing engineering, transportation, environmental consulting, planning and surveying services, recently welcomed new hires Bradley J. “BJ” Batterson, PE, and Douglas J. Parkins, RLA.

Bradley J. Batterson, PE
Batterson is a project manager in land development in the firm’s Williamsport office. In his role, he manages and oversees project teams within the land development group that work on well pad design and permitting projects, roadway improvement projects, water impoundment projects and midstream projects for RETTEW’s natural gas clients. He is also responsible for serving as client manager for natural gas clients, and he acts as their construction and bidding liaison for the land development aspects of their projects. Additionally, Batterson is responsible for business development, and he assists with managing those aspects of natural gas projects that require PennDOT permits or involve wetland and stream encroachment.
Batterson has more than eight years of experience, which includes his working on land development projects in the residential, commercial and industrial market sectors. His expertise also includes structural engineering, civil engineering and environmental engineering. Additionally, he is well versed in National Pollutant Discharge Elimination Systems (NPDES) permitting, wetland/stream encroachment permits, stormwater design and erosion and sedimentation control design.
Batterson is a registered professional engineer with a bachelor’s degree in civil and environmental engineering from Bucknell University. He resides in Mill Hall, Clinton County, Pa.
Douglas J. Parkins, RLA
Parkins is a senior project manager at RETTEW responsible for providing project management and oversight to one of the firm’s key natural gas clients; he works primarily from RETTEW’s Lancaster office. In his role, he acts as a liaison between the client and Pennsylvania’s various regulatory agencies to obtain the necessary environmental permits and clearances for well pads, freshwater and frac water impoundments and natural gas gathering pipeline systems. He works with various RETTEW staff to create permit drawings and applications for review by the Pennsylvania Department of Environmental Protection. Additionally, he is tasked with providing quality assurance/quality control oversight.
Parkins has more than 28 years of experience managing highly complex multi-disciplined projects in the residential, commercial and industrial market sectors. A registered landscape architect, Parkins has a bachelor’s degree in landscape architecture from the College of Environmental Science and Forestry (State University of New York). Parkins is also a licensed real estate agent and a member of the Lancaster County Association of Realtors. He resides in Mountville, Lancaster County, Pa.
