LANCASTER, Pa. — RETTEW, an Engineering News-Record top 500 design firm providing engineering, transportation, environmental consulting, planning and surveying services, recently welcomed new hires James A. Baumgartner, PE; Daniel J. Bielawa, PLS; William R. Davis, PE; Chad G. Lobley; David D. Miller, PE; and Eric D. Yost, SIT.

James A. Baumgartner, PE

Baumgartner is a senior project manager responsible for overseeing all aspects of land development projects, which include site design, site planning, master planning and zoning submittals, within the land development group in RETTEW’s Lancaster office. Additionally, his role involves client relationship management, budget management, consultant coordination, public presentations and serving as technical leader, coach and mentor to other land development staff. He also plays an active role in business development.

Baumgartner brings to RETTEW more than 28 years of experience in civil engineering and land development engineering. In addition to working with municipalities, his experience includes projects in the commercial, residential and industrial markets. Baumgartner is also well versed in structural and highway engineering, having performed bridge inspections and designed bridges and retaining walls; he has worked on projects for the New Jersey Department of Transportation and the New Jersey Turnpike Authority.

Baumgartner has a bachelor’s degree in civil engineering from the University of Delaware. He resides in Bridgewater, Somerset County, New Jersey.

Daniel J. Bielawa, PLS

Bielawa is a survey group manager in RETTEW’s Lancaster office; he is responsible for overseeing surveying operations and services, guiding project teams, providing technical leadership and expertise and managing staff. Bielawa also provides quality assurance oversight and plays a role in business development in the area of surveying.

Bielawa brings to RETTEW 33 years of professional experience, which includes group and project management, business development, estimating, scheduling, CAD production, quality assurance and field operations. He has an associate’s degree in forestry and surveying from Paul Smith’s College and serves as vice president for the Harrisburg chapter of the Pennsylvania Society of Land Surveyors. Bielawa also serves on the Landis Valley Museum Associates Board of Directors and is an affiliate member of the commercial and industrial real estate council of the Lancaster County Association of Realtors. He resides in Lancaster, Lancaster County, PA.

William R. Davis Jr., PE

A senior engineer in land development in RETTEW’s Mechanicsburg office, Davis is responsible for overseeing all aspects of land development projects, which include site design, site planning, master planning and zoning submittals. Additionally, his role involves client relationship management, budget management, consultant coordination, public presentations and serving as technical leader, coach and mentor to other land development staff.

Davis brings to RETTEW more than 20 years of experience, which includes all facets of land development design and permitting; his expertise includes stormwater management and storm drain design. Davis is a registered professional engineer in Pennsylvania and Maryland with a bachelor’s degree in civil engineering from Johns Hopkins University.

Davis has more than 27 years of service in the Maryland National Guard and presently serves as First Sergeant for HHT, 1-158th Cavalry, Annapolis, Md. He is a member of the Society of American Military Engineers and volunteers with Troop 71 of the Boy Scouts of America, Biglerville, Pa. He resides in York Springs, Adams County, Pa.

Chad G. Lobley

Lobley serves in a dual role as a senior biologist and project manager in the environmental sciences group in RETTEW’s Lancaster office. He provides technical support and serves in a liaison role for clients seeking regulatory compliance by preparing permit documents for regulatory agencies.

Lobley brings to RETTEW more than seven years of experience in field ecology, wetlands, fisheries, aquatics and wildlife. He has worked with various industrial and renewable energy clients throughout the mid-Atlantic region and northeastern United States. His expertise includes wetland delineation, wetland and stream restoration, mitigation, and monitoring. Additionally, he has completed numerous avian, wildlife and botanical surveys, threatened and endangered species surveys/consultation, ecological risk assessments, stream and aquatic life studies, water quality/wastewater management, and other various habitat evaluations.

Lobley has a bachelor’s degree from Millersville University and expects to graduate from West Chester University in the fall with a master’s degree in environmental geography. He is a member of the Society of Environmental Toxicology and Chemistry, the Society of Wetland Scientists and the Delaware Valley Geographers Association. He resides in Morgantown, Berks County, Pa.

David D. Miller, PE

Miller is a project manager in land development in RETTEW’s Lancaster office. He is responsible for managing the land development approval process by overseeing the preparation of land development plans and guiding clients through the permitting process. In addition, he attends municipal meetings on behalf of clients and is tasked with scheduling, budget management and quality control. Miller also provides site design, site planning and master planning, and he prepares zoning submittals, land development submittals and cost estimates for land development projects.

Miller has 20 years of experience in civil engineering design and project management for a variety of land development projects, including educational institutions, urban revitalization initiatives, residential and commercial developments and recreation projects. He has an associate’s degree in civil engineering technology from Broome Community College, an associate’s degree in business administration from Reading Area Community College and a bachelor’s degree in church ministries from Davis College. He is a member of the American Society of Civil Engineers and resides in Birdsboro, Berks County, Pa.

Eric D. Yost, SIT

As a survey project manager in RETTEW’s Mechanicsburg office, Yost is primarily responsible for managing and interpreting field data and Global Information System (GIS) mapping data for various survey projects. He also monitors surveying projects, provides quality assurance and control and coaches surveying staff on mapping and modeling methods. Additionally, Yost is assisting the survey department with implementing new Global Positioning System (GPS) and Sonar mapping technology.

Yost has more than 13 years of experience that includes boundary, topographic, construction and control surveys. He is also well versed in conducting GPS surveys for both private- and public-sector clients, including numerous state and federal agencies. In addition to being certified in Pennsylvania as a surveyor in training, Yost has an associate’s degree in general studies from Harrisburg Area Community College. He resides in York Haven, York County, Pa.
