LANCASTER, Pa. — RETTEW, an Engineering News-Record top 500 design firm providing engineering, transportation, environmental consulting, planning and surveying services, today announced H. Scott Russell, PE, as director of civil/municipal engineering.

As director of civil/municipal engineering, Russell is responsible for overseeing the day-to-day operations of the civil/municipal, community development, and structural groups. Collectively, the groups provide comprehensive plans, ordinance preparation, Act 537 planning, storm drainage improvements, subdivision and land development plan reviews, construction administration, structural design, public participation, highway and bridge design, traffic and studies, traffic signal permitting and highway occupancy permits for municipal and commercial clients.
In his role as director, Russell also leads the department’s efforts in business development, client relationship management and marketing. Additionally, he works with RETTEW’s vice president of civil/municipal services to development the department’s strategic plan, ensuring that it aligns with RETTEW’s overall goals relating to revenue and continued market growth.
Russell is a registered professional engineer with 18 years of experience, which includes his overseeing several major projects on the local, state and federal governmental level. His expertise includes his project managing major transportation projects as well as multi-million dollar projects on behalf of municipal government clients.
Russell has a bachelor’s degree in civil engineering technology from the University of Pittsburgh and a master’s degree in civil engineering from Kansas State University. He is a member of the American Society of Civil Engineers, the American Society of Highway Engineers, the American Public Works Association and the Pennsylvania State Association of Township Engineers. Russell is also a supervisor for East Hempfield Township, Lancaster County, and active in the Lancaster Chamber of Commerce and Industry, Transportation Committee and Advocacy Committee.
