PENNVEST Funding Programs

Pennsylvania Infrastructure Investment Authority (PENNVEST)

PENNVEST serves Pennsylvania’s citizens and communities by funding sewer, stormwater, and drinking water projects throughout the state. Applications for its programs, which include both grants and low-interest loans, are accepted year-round on a rolling basis.

Community Development Block Grant (CDBG)

Dauphin County Economic Development Corporation

Funded by the U.S. Department of Housing and Urban Development, this program provides funding to local and state governments throughout the country. To be eligible for a CDBG, all projects for must meet one of three national objectives: benefit at least 51% of low- and moderate-income persons, aid in the prevention or clearance of slum and blight, and meet an urgent need.

Local Share Account (LSA) – Statewide

Pennsylvania Department of Community and Economic Development 

The Pennsylvania Race Horse Development and Gaming Act (Act 2004-71), as amended, provides for the distribution of gaming revenues through the Commonwealth Financing Authority. LSA grants are available for projects with a total eligible project cost of $25,000 or more. Eligible projects must be owned and maintained by an eligible applicant or a nonprofit organization and improve the quality of life in the community. Eligible applicants include:

  • Counties
  • Municipalities
  • Municipal authorities
  • Economic development agencies
  • Redevelopment authorities
  • Land banks
  • Councils of government.

A Keystone Login Account is required to apply. Submit the electronic (online) Department of Community & Economic Development Single Application for Assistance located at dced.pa.gov/singleapp. A $100 non-refundable application fee must be paid electronically by credit or debit card prior to the certification and submission of the electronic Single Application.
