Keystone Communities Program (KCP)

PA Department of Community and Economic Development (DCED)

Designed to encourage partnerships between public and private sectors that jointly support local initiatives, this program allows communities to tailor the assistance to meet the needs of its specific revitalization effort. There are six types of available grants: Planning, Implementation, Façade, Development, Public Improvement, and Accessible Housing.

Communities might want to consider applying for designation through the KCP. Designation provides an opportunity for targeted investment and development. Designation applications are accepted year-round.

Award Amount: Maximum varies from $25,000 for Planning Grants to $500,000 or 30% of project costs, whichever is less, for Development Grants.
Required Match: Development Grants: a minimum of 70% of total project costs; all other grants under this program require a dollar-for-dollar match. 
Applications Due: August 31, 2023, for Competitive funding applications. Designation applications are accepted year-round. (Applicants must submit DCED’s electronic Single Application for Assistance.)


York County Open Space & Land Preservation Grant

York County Planning Commission

This program provides grant funding to municipalities, York County Parks Department and other York County agencies, school districts, and charitable nonprofit organizations with 501(c) status. It offers three grant categories: Land Acquisition, Planning and Ordinance Assistance, and Marcellus Shale Legacy Fund. Award Amount: Land Acquisition Grants: $150,000 maximum; Planning & Ordinance Assistance Grants: $25,000 per municipality; Marcellus Shale Legacy Fund Grants: $40,000
Required Match: Land Acquisition Grants: 50% of the project cost; Planning & Ordinance Assistance Grants: 50% of the total cost of the project; Marcellus Shale Legacy Fund Grants: Not applicable

Community Facilities Direct Loan & Grant Program in Pennsylvania

U.S. Department of Agriculture – Rural Development

Providing affordable funding to develop essential community facilities in rural areas, this program is open to public bodies, community-based nonprofit corporations, and federally recognized Tribes in rural areas (defined as no more than 20,000 residents according to the latest U.S. Census Data).  It offers the following kinds of funding: low-interest direct loans, grants, and a combination of both, as well as their loan guarantee program.

Register with the System Award for Management (SAM) if you are not already registered. Please note: SAM.gov’s registration process can take multiple weeks to complete.
