RETTEW, an Engineering News-Record top 500 design firm providing engineering, transportation, environmental consulting, planning and surveying services, recently welcomed new hires Carl F. Dicker, Jr., PE; Matthew Fortney, PE; and Gary A. Huntington, PE.

Carl F. Dicker, Jr., PE

Dicker is a senior environmental engineer in RETTEW’s Lehigh Valley office, responsible for preparing engineering and feasibility reports and designing water supply and wastewater collection and pumping systems for private- and public-sector clients. In addition to mentoring environmental engineering staff, Dicker is tasked with specification writing, cost estimating and construction phase engineering for water and sanitary sewer systems.

Dicker has more than 20 years of experience in water distribution and treatment systems and wastewater collection, pumping and treatment facilities. He has been involved in all phases of planning, funding, design, permitting, bidding and construction of water and wastewater systems. His expertise also includes financing construction projects and coordinating with multiple reviewing and funding agencies, bidding of construction projects and construction phase engineering. He is also well versed in stormwater management and erosion and sedimentation control plans.

Dicker is a registered professional engineer with a bachelor’s degree in civil engineering from Lehigh University. He is actively involved in the American Society of Civil Engineers, American Water Works Association, Eastern Pennsylvania Water Pollution Control Operators Association, Water Environment Federation, Pennsylvania Water Environment Association, North American Society for Trenchless Technology, Forks Township Planning Commission and Easton Area Joint Sewer Authority. He resides in Easton, Northampton County, Pa.

Matthew Fortney, PE

Fortney is a senior transportation engineer in RETTEW’s Pittsburgh office. He is responsible for coordinating and managing the transportation aspects of natural gas exploration and drilling projects for RETTEW’s natural gas clients. He also provides client coordination, planning, design, contractor selection and field consulting.

Fortney has more than nine years of experience in roadway and intersection design, traffic impact studies, alternatives analysis reports and traffic control plans. He has completed design services for federal agencies; state transportation agencies in Pennsylvania, Virginia and West Virginia; the Pennsylvania Turnpike Commission; local municipalities and private-sector firms.

Fortney is a professional engineer with a bachelor’s degree in civil engineering from West Virginia University. He is a member of the American Society of Highway Engineers and resides in Washington, Washington County, Pa.

Gary A. Huntington, PE

Huntington is a project manager in RETTEW’s Lancaster office responsible for managing the design and construction of water and wastewater projects for both private- and public-sector clients.

Huntington has 25 years of experience, which includes his working in the U.S. Navy nuclear power program and the construction industry. His expertise includes wastewater plant expansions, pumping station upgrades, equalization basin design and multiple electrical upgrade projects. He has taken projects from the initial phases of design through the construction management and project closeout phase. Additionally, he has managed the civil, mechanical, structural, electrical, and instrumentation and control disciplines during both the design and construction phases.

Huntington is a professional engineer with a bachelor’s degree in civil engineering from Penn State University and a master’s degree in water resources and environmental engineering from Villanova University. He is a member of the Water Environment Federation and the National Society of Professional Engineers. He resides in Lancaster, Lancaster County, Pa.
