Looking to embrace and enhance its industrial heritage, Blossburg Borough needed an updated and usable planning document to guide its community betterment initiatives. They hired RETTEW to help facilitate the comprehensive planning process and create related guidance documents that would reenergize and organize community groups and leaders, residents, and business operators around mutually beneficial projects.

To reduce overall project costs, RETTEW used a unique approach to this plan by encouraging Blossburg to adopt Tioga County’s comprehensive plan as their foundation document. This strategy allowed the Borough to focus on their most important issues and even served as a catalyst for kick-starting early implementation of their five top projects prior to plan adoption. On track to complete this project three months ahead of schedule, this mini-comprehensive plan is not only functional and implementable, but will also meet the community’s desire to promote their rich culture.
