Felton Borough needed to make capital improvements to its sewer system, streets, stormwater system, and municipal facilities. The small Borough had limited capacity and funding available to implement projects. They needed direction on prioritizing projects and allocating their funds effectively.
RETTEW’s familiarity with the Borough and our expertise in group facilitation and community planning helped guide them in creating a capital improvements plan. We facilitated a Steering Committee in developing project criteria the Borough can use for future projects. The plan included a facilities and assets inventory, conditions assessments, improvements recommendations, and project cost estimates. The projects in the plan totaled more than $2 million. We identified grant opportunities for more than half of the projects to reduce costs to taxpayers, as well as to reduce the Borough’s time searching for funding. Projects included wastewater treatment plant improvements; bridge, roadway, and streetscape improvements; and park improvements. RETTEW went the extra mile in describing the steps and timing of the implementation process, providing the Borough with a realistic plan to achieve their goals.
