2300 South Penn Avenue Industrial Site Redevelopment

Logistics Property Company, LLC, is redeveloping a former industrial site containing arsenic-contaminated soil. Before work could begin, the contaminated soil was removed and clean fill was added, as specified in the Pennsylvania Department of Environmental Protection’s (PA DEP) Management of Fill policy. Additionally, RETTEW managed the imported materials and put engineering controls in place, including sediment caps, which will limit potential environmental liability after construction.

This project presented many challenges and construction limitations, including raising the designed grade a foot above the 500-year flood plain because of the site’s proximity to the Delaware River. However, RETTEW’s involvement with other nearby projects and our established relationships with local government regulators enabled the team to anticipate and address potential concerns. Likewise, RETTEW’s extensive experience with PA DEP’s regulatory and policy requirements for managing controls and importing fill allowed us to ensure the fill contractor was communicating with regulators and adhering to regulations.

RETTEW is honored to be a trusted partner on this redevelopment project. Construction is slated to begin in the summer of 2022. When completed, this former blighted site will offer a new tax revenue base for the local community.
