Penn State Health – Lancaster Medical Center

As part of creating a new development destination, RETTEW worked with our client, Oak Tree Development, to create a comprehensive master plan for an approximately 96-acre site in East Hempfield Township. The mixed-use development, anchored by a new Penn State Health Hospital, will include residential, medical, commercial, and distribution facilities, as well as provide extensive open space and pedestrian-oriented amenities.

The project will involve traffic improvements including roadway realignment and widening, replacement of an existing bridge/culvert, and construction of new signalized and unsignalized entrances and access driveways to both township and state roadways. The site design includes pedestrian circulation systems with internal walking trails connecting the entire campus development. Floodplain restoration efforts will occur on both the project area and adjoining properties to meet National Pollutant Discharge Elimination System (NPDES) Permit requirements and will help the Township meet their MS4 permit requirements.

The development is in an Urban Growth Area and proposes a variety of high-quality mixed uses that will cater to the healthcare, dining, living, and work needs of residents of the Township and western Lancaster County. The integrated campus setting provides ample parking, vehicular and pedestrian circulation, and open spaces that will be a complementary addition to the East Hempfield Township community.
